Section 41 is the sunset clause of the AISI Act. The Act ceases to have effect on the fourth anniversary of coming into force unless both Houses of Parliament renew it. No order, certification, or designation survives that day.

The sunset clause is the political stakes of Essential. If the Act expires, AISIO expires with it. Every certification, every cage protocol deployment, every orchestrator qualification — gone. The trilogy's final political battle is about whether the Act survives.
