Section 12 of the AISI Act requires that no critical system may operate unless a certified orchestrator remains within the decision loop — personally reviewing before effect. This is why a truck full of vaccine can idle behind a working gate: the system says ship it, but the orchestrator has not reviewed the decision.

How the term evolves

Contingent: Section 12 is the requirement that creates the profession. Without it, there is no need for certified orchestrators.

Essential: Section 12 is the provision the accelerationist movement most wants to weaken. If they can make the orchestrator's review optional, they can remove the human bottleneck from critical systems.
